ESFA financial assurance: monitoring the funding rules

The ESFA monitors data as part of its checks to provide financial assurance for post 16 provision including apprenticeships, adult education budget including traineeships and advanced learner loans funding systems.

We share a suite of funding rules monitoring (FRM) reports with you, which identify any learners or learning aim records which we strongly recommend you review. 

We will publish FRM reports monthly on View Your Education Data starting from the return period 04 (R04) Individualised Learner Record (ILR) data submission.

We publish these reports every month following the quality assurance dates published in the ILR freeze schedule. Our guidance page on monitoring the funding rules provides details on when the next set of reposts will be published and further information.

The FRM reports identify potential breaches which you are responsible for addressing in a timely manner.

Submitting accurate ILR data is one of your contractual obligations towards the ESFA. 

If FRM errors are not fixed before R14 we might recover funds from you.
