The FRM27 data report is displayed in the post-16 funding monitoring reports dashboard. Please see the link below for further guidance on accessing and using the dashboard Financial Assurance: Monitoring post-16 funding for 2021 to 2022.



The FRM27 report triggers when a continuing/completed learner (in the previous year’s R14 return) is now showing as a withdrawal in the current academic year collections with an actual end date that falls on or before 31 July of the previous funding year.


Ensure that all learners have been recorded accurately, as continuing, completed or withdrawn within the current academic year for your final R14 data submission. Check to make sure all actual end dates have been recorded correctly at R14. The data you record on the ILR must accurately reflect the journey for the learner and what has happened.

Possible FRM27 Resolution

Correct any end details and actual end dates that have been amended incorrectly within a learner’s data before the R14 hard close (see useful links above).

You may not be able to correct data, to clear the FRM27 report, for your learner in the current academic year and you cannot change or remove the data in this report if it accurately reflects the evidence you hold. The data submitted to trigger the FRM27 may have resulted in a recovery of any funding overclaim in the previous academic year. Any remaining FRM27s causing an overclaim of funding will be recovered after R14 of the current academic year.
