FRM01 - Learners repeating a learning aim they have already achieved
Located
The FRM01 data report is displayed in the post-16 funding monitoring reports dashboard. Please see the following link Financial Assurance: Monitoring post-16 funding for 2022 to 2023 for further guidance on all FRM reports, accessing and using the dashboard
Why
The FRM01 can trigger when a learner’s unique learner number (ULN) has been identified as already achieving against the same qualification with yourselves or your reported subcontractor.
Prevention
You must not knowingly continue to claim funding that is ineligible, breach data quality rules or claim funding where certificates have been lost.
Do not continue to record aims on a learner’s existing funding model with a ‘Funding adjustment for prior learning’ or ‘Other funding adjustment’ of 0 unless you have been specifically instructed to do so by us.
Useful links
Please see ‘What we will not fund’ via Adult education budget: funding and performance management rules 2022 to 2023.
Possible FRM01 Resolution
Consider removing any repeated learning aims from your learner’s data.
We will recover the funding overclaim for any remaining learners with FRM01 at year end.
