No, this is just another example of FALA being rubbish...
Local Flex is even described in the rules as:
ESFA funded AEB also supports delivery of flexible tailored provision for adults, including qualifications and components of these and/or non-regulated learning, up to level 2 – we call this ‘local flexibility’.
We shouted at them about this a couple of years ago but nothing has happened. You can totally use the aims though.
I'm looking at both 19-23 and 24+ learners, undertaking learning at Entry-Level or Level 1, "in order to progress to their first L2". These are generally learners with various complex needs.
The AEB rules say this provision should be from Local Flexibility, but the non-reg learning aims (eg Z0003481) don't have the Local Flexibility category. Does this mean they can't access these learning aims?
