Tendency is towards the latter, given it's the same apprenticeship. Only wrinkle might be if there's been a significant furlough between them withdrawing and restarting, during which you might suspect they've gained substantial experience that relates to the remaining training. It's a judgement call, but if the answer to "could I reasonably defend this position to an auditor?" is yes, you'll almost certainly be fine.

When a learner returns to an apprenticeship (with same provider) after Withdrawing, do we need to re-do the RPL and adjust the price? Or do we just deliver the remaining programme and draw down the remaining funding?
