If an Employment Agency is a Levy payer and employs staff on permanent contracts, but as they are an employment agency they provide their staff to various other businesses, i am assuming Apprenticeship Agreement/Commitment Statements/Contracts etc are signed by the Employment Agency as the "employer"?

Thanks Steve - i know it was an obvious question but also bee reading about ATAs and was concerned if this fell into that category.
Do you have any experience of ATAs and if this is in anyway near the scope of that?
