FRM06 Continuance issues.

Good day all,
We have a number of learners who are appearing on the FRM06 report, who were coded in the ILR to start a functional skill aim this contract year 2020_21 but then have provided proof of exemptions. In most cases where an exemption is likely the aim isn't coded into our ILR as reported but a few have sneaked on as is the way. But now we have removed the aim from the ILR submission they are appearing on the FRM06 reports, which I thought only highlighted differences between contract years.
• FRM06 – Continuing learners from 2019 to 2020 who do not appear in the 2020 to 2021 ILR
For example the below aim went up in R04 submission but was removed in the R05 submission.
Am I missing something, or is this the way the report is operation now?

As the start date was in last year 01/11/2020 if you remove the aim in R05 it is a continuance issue.
