Subcontractor declaration

Is anyone else finding the subcontractor declaration a farce besides me?

I pointed out to the ESFA following the last round that asking for data from April to March of the following year makes no sense in relation to how the sector and indeed ILR and PDSAT works. I was pleased to see last week that the request now asks for the data for the sensible contract year dates i.e. it reads "It’s time to tell us your subcontracting arrangements for 1 August 2020 to 31 July 2021"

I have just prepared the data update from 1st August 2020 to 31st July 2021 for all subcontracting details and then gone on line to complete the declaration only to be greeted by the statement on the first page of the system "This statement applies to the period 27 January 2021 to 31 July 2021".

There is no way am I going to go back over the work I have done taking out the data from 1st August to 26th January and just leaving the data from 27th January onwards!!

This is barking mad. The message says 1st August to 31st July and that is what they have got!

Hi Chris,

I submitted our declaration for the period of 1 April 2020 to 31 March 2021 in August 2020. However there have since been changes and I thought there would be time to submit an amended declaration before the end of the current financial year.

As they have now changed the statement period to 1 August 2020 to 31 July 2021 (then as you say it now reads 27 January 2021 to 31 July 2021) what happens if changes are required for the previous period?

None of this makes sense.

Hi Sarah,

we try our best to deal with the situation. I was a little hacked off when I received a reminder that we need to submit the declaration after having already submitted it and got the receipt for doing so! Apparently it was a generic reminder I am told. Their system needs smartening up.

As for your query about any amendments to a previously submitted version that relates to the period April to July 2020 I am not sure that would be possible although I have never had to try to amend an earlier version. I guess that will need to be an ESFA enquiry.

The approach I have taken is to follow the last instruction i.e. data submitted from 01/08/2020 to 31/07/2021 regardless of the 27th January date shown.
