Functional skills and gateway

There is currently a dispensation in place for functional skills so as not to hold up gateway and epa. If I have someone who has done all on programme training apart from functional skills can i put through gateway and add the functional skill but leave as continuing? Also idf the apprentice hasn't started it yet as its a block week should I record in ILR now or wait until they start and will it matter that they are starting after planned end date and date they go through gateway?
