Privately funded apprentice

Edited

An employer wishes to pay for one of their ineligible staff to complete an apprenticeship.  I know this is allowed, but how does it work in practice-

are they shown on the employer DAS?

are they included on the ILR?

do they have an app agreement and a commitment statement?

how are they added to the EPAO pipeline?

  1. No
  2. yes as an unfunded Apprenticeship FM 99
  3. Yes and you treat same as funded Apprenticeship and must comply with all requirements for an English Apprenticeship.
  4. Same way as for funded Apprenticeship

Hi Martin West do you have links to any guidance on commercial funded apprenticeships? I am advising our staff to treat as an English apprenticeship but not sure about learning start date, OTJ etc. I can't imagine an app agreement is required as they are not an apprentice but I think the EPAO would need minimum duration to be met

Martin West

You still have to meet all the requirements of an English apprenticeship, same as funded but its not.

The ILR spec currently says it is a requirement for FE colleges to return unfunded apprentice data in the ILR but does not stipulate this for private training providers and says it is voluntary. EPAOs could always claim certification at the end without them appearing in our ILR but now all of our sudden one of our EPAO are now saying they cannot claim without them appearing in the ILR. What's changed? I can't find any ESFA notification that is now required for all apprentice learners, funded or not.

The ILR Specification guidance is:

Non-funded apprenticeships

Training organisations are asked to send details of apprenticeships that are not funded by the ESFA in the following circumstances:

where the apprenticeship programme is delivered within the terms of an ESFA contract, and

on a voluntary basis in other cases

These non-funded apprenticeships need to meet the collection requirements for frameworks or standards, but don’t need the Financial dataset to be recorded.

Seems it was communicated in June 2021 but I must have missed it or I simply skipped that section due to the misleading topic heading.
