Dlock errors and not receiving funding

Hi please help me

We have not received all of our funding for over two months now. I have had this investigated by ESFA twice now. Yesterday i received an email to say there were two Dlocks 7 and 9 - which can't be correct as i have checked our ILR and the apprenticeship service site - all information seems correct. 

These errors are not showing in reports either. I have spent weeks on line chats trying to resolve the issue of why we are not receiving our full funding - i can't speak to anyone in the technical team - but receive inaccurate emails from them

i am at my wits end now. 

 

Any ideas of how to resolve this?

We would more information on the actual Dlock errors reported and if they are on the Dlock report and or Apprenticeship service.

For Data lock 07 this is reported when the training provider and employer used different training and assessment costs (or ‘total negotiated price’).

Is there a difference in the prices on the Dlock report?

For Data lock 09 this is reported when the start date for the cost of training and assessment in the training provider’s ILR is before the start date in the apprenticeship service account.

You will need to check these dates on the AS and ILR.

Very odd that they're not turning up in an error report? Not to teach you to suck eggs, but you're checking the Data Match Report that comes out after you've (fully) submitted the ILR right?

DLOCK_07s can be very annoying and usually occur where you've overwritten a TNP value rather than adding an additional record so it looks like it matches but it doesn't!

I know it's no consolation but we've had a DLOCK 09 since March and neither ourselves, the helpdesk or the Apprenticeship Service can see any data match errors anywhere?? 

Just keep getting emails saying it's been passed on to a 'specialist team' for further investigation............

I have checked all reports and no errors showing at all 

I have also used the how to resolve Dlocks and this hasn't shown up any issues

The learners in question haven't progressed onto a second apprenticeship have they? The system doesn't cope very well with an apprentice in this situation as it tries to match the old apprenticeship ILR data to the new DAS start date and vice versa.

We have been having Dlock 7 and 9. The negotiation price was different from ILR to DAS and managed to collect using the direction on how to fix Dlock. On Dlock 7 suggest that we have to create another TNPs as collection which i did, however, the error the dlock still popping up. Any ideas please

Thank you for the response. Figures where different between DAS and ILR which i corrected to match. following that still getting the Dlock 7. If The other one had the dates on price different also corrected to match but still giving a Dlock 7. If i have to leave the original date on do i need to change the ZPROG001 date as well?

Still not quite clear, but usually DLOCK7 happens when DAS matches to an initial price and then the price is split out in the ILR, eg where EPA costs are agreed after start.

In those situation you need to ADD an additional TNP1 so your ILR looks like:

TNP 1 £10000 [start date]

TNP 1 £9000 [date EPA cost agreed]

TNP 2 £1000 [date EPA cost agreed]

You definitely can't just overwrite the initial TNP if it's already matched with the DAS amount, you need to add an additional one.

Yes. Also, if the Apprentice started before 1 August, use dates AFTER 1 August, so they're in this funding year.

Hi All

I have been battling with the Dlocks 7 and 9. For Dlock 7 i corrected the TNPs to match the DAS but later realised that i was supposed to add another TNPs while maintaining the original figures, I have returned the original TNP figures and added another set of TNPs with correct amount using different dates from the original, i am still getting the Dlocks7. For Dlock9 i have corrected the dates to match the DAS again still getting Dlock9. Please help

You will need to show the actual ILR TNP records (with dates and amounts) with start dates before others can help you identify the issue.

For each learner we would need what you have in the ILR for the TNP records:

TNP 1 £10000 [10/06/2021]

TNP 1 £9000 [01/08/2021]

TNP 2 £1000 [01/08/2021]

The first point to check is if you were paid for these learners in 2020/21, due to DAS and funding being closed off at year end you cannot now adjust funding for a previous year and adjustments can only be recorded in the ILR in the current year 2021/2022.

Dlock 9 indicates the start date in the ILR is incorrect and you will need to determine the start date in the employers DAS account and update the ILR to match this.

For the Dlock 7 errors you again can only adjust these in the current year so it should be as below

TNP 1 05/07/2021 £6400

TNP 2 05/07/2021 £2600

TNP 1 01/08/2021 £6560

TNP 2 01/08/2021 £1640

Thank you very much for the response. I have just done the changes. For Dlock 9 i managed to match dates on DAS and ILR but still having the Dlock9. The dates are in the previous academic year, any ideas of how i can correct this?

If you had matched the dates then you should still not have a Dlock 9 error, the ILR start date must not be before the start date on DAS.

It may be an issue with the TNP records and TNP dates if you have changed these or the ILR dates since start in 20/21.

You will need to check the period end payments report and if a payment is indicated then you can ignore the error as it applies to the stopped payment only.

Thank you. I have checked the Period End Report and only shows the functional skills payment no main aim. So learner is not getting paid for main Aim.
