16-19 Tuition Fund - eligibility English/Maths prior attainment

Regarding the 16-19 Tuition Fund for AY 2021/22, I'd just like to double check my understanding re eligibility around English and maths prior attainment please. As below, the guidance reads 'have not achieved a grade 4 or 5 in English and /or maths', so does this mean a learner with a grade 5 in English but grade 3 in maths (for example) wouldn't be eligible (because they already have a grade 5 in one of the subjects), or is it the case that any learner that doesn't have at least a grade 4 in both English and Maths are eligible for 16-19 Tuition Fund?

(The eligibility test around IMD seems straightforward, its just the wording around English and maths in the first part that is causing me to question myself.)
Any thoughts comments gratefully received.

I think the and/or means "as long as they haven't got *both* they're eligible"? Not sure why they didn't just say "or"?
Thanks for responding Steve. Indeed, thats what we expected the criteria to be (if they don;t have both they would be eligible), but the wording used does seem to be unclear - glad its not just me.
