Difficult to answer but as the ILR should reflect reality, should not the 19/20 aims have been closed as either completed and not achieved or withdrawn and the LDM code 369 used to identify this as due to COVID-19, new aims would then be added for 20/21 to reflect the delivery to complete the aims as required in the LA extension.

We have introduced two learning delivery monitoring (LDM) codes for training providers funded by ESFA who are in receipt of support through the provider relief scheme (PRS), these codes are valid for use from 21 March 2020.LDM code 369 should be used to identify those learners whose start date has been delayed by the impact of COVID-19. Training providers in receipt of the provider relief scheme will continue to support those individuals so they are ready to start learning when it is safe to do so. The LDM code will be used when you return the ILR to confirm the learner has now started their programme. In addition, training providers funded by ESFA who are not in receipt of support from the provider relief scheme should also use these LDM codes where learners have been affected by the impact of COVID-19.

Genuinely am asking on behalf of a friend! These are High Needs Learners with EHCPs and places commissioned by Local Authorities. Specialist College recently had ESFA audit, and was told where they had a learner with a planned end date of July 2020, but due to CV19 and not completing their EHCP outcomes/ILR aims the LA agreed a an extension 2020/2021, so learners returned. Colleague did what I would have done, left the aim open as open, which was correct as learner had not achieved in 2019/20, then marked as achieved in R13 2020/2021. We know this affects QAR but is accurate for what happened. The Auditor is saying they should have changed the aim start date (not close and repopen) to September 2020 for returning learners. That sounds wrong to me, comments anyone?
