Missed month/s of OTJ

What would be the advice if following an internal audit of monthly OtJ activity it appeared that a learner had missed a month or two, but is still on programme and is willing/able to catch up. How do we evidence the OPPs drawn down for those months with no evidence of OtJ?

(These are 20/21 starts)

I think this kind of mischaracterises how/why we are paid? We're paid for people to do the apprenticeship, not for people to do it every month? If there wasn't an agreed break in learning, we can't just add them willy-nilly so, as long as they've subsequently (re)engaged, I don't view it as a problem.
