Unemployed AEB universal credits

We have a pontential learner who would like to attend our 4 week unemployed coure. His self declaration is he is unemployed and on universal credits. He has told us that he has been approved for universal credits but by the time he recieves his first payment the course will be finished. Do they need to of recieved their first payment of universal credits for him to be able to declare he is unemployed and receiving them?

We ask for evidence but as you're accepting their self declaration I'd say it doesn't matter when he will receive his benefit.
