It is notified by email from <roatp.correspondence@notifications.service.gov.uk>  (ESFA) with the Subject: Register of Apprenticeship training providers – Invitation to re-apply   

It is sent to the Apprenticeship account holder.

If you think you might have been invited but aren'tr the nominated holder, you can try going to the portal https://apply.apprenticeships.education.gov.uk/   and logging in - it won't let you if your window isn't open.

Thanks @Martin. Do you know how I can find out who is registered on that account? We have recently made some changes to the business and I may need to update the details.

You'd need to check on your IDAMS permissions.

Thats great, Thanks Martin I have found it on IDAMS and been able to delete the old ones now I have Super User
