English & Maths Condition of Funding

Good Morning.  I have a learner showing on the EAM COF report showing as "Doesn't have Maths/English, Not Studying Maths/English".  They have GCSE Maths/English grade of NONE entered and they have been enrolled on Awards for EAM (Stepping Stone Quals approved for delivery).  They have EHCP and are High Needs.  How do I get them to drop off the report?  Can I record "Exempt due to a learning difficulty", or do they need to have an institution assessment as proof?

  1. There are a small number of students who are not able to take a GCSE or an approved stepping stone qualification, for example, those with multiple and complex needs. These students can be exempt from studying qualifications but appropriate literacy and numeracy should still be included in their study programme.

If this is the case you would indicate this with LDM codes

MCF       1              Learner is exempt from GCSE maths condition of funding due to a learning difficulty

ECF         1              Learner is exempt from GCSE English condition of funding due to a learning difficulty

Hi.  I dont know if I am going mad or if our English & Maths condition of funding report is wrong.  I have a learner who is enrolled on FS English Level 2 06/09/21 to 08/07/2022 (withdrew 28/09/2021), withdrew off all aims on this date too.  Has a grade for English recorded as NONE.  But they are showing of the EAM COF report as

Doesn't have English, Not Studying English

Any ideas?

hi Martin West ... following on from you comment yesterday ... I put in the exemption and it errored in our ILR today saying that they cannot be exempt as they don't have and EHCP, so I had to remove it.  Any adivce? Or will they just sit on our COF report?

From the guidance:

Where a student with SEND does not hold a GCSE grade 9 to 4, A* to C or equivalent qualification in maths and/or English, an institution may decide that it is not appropriate for them to study for a GCSE or a stepping stone qualification. In this case, in addition to the student’s EHC plan, the institution must hold an evidenced assessment that the student is not able to study these subjects.

I think that's because they didn't spend 6 weeks on English. They have to get past the funding threshold to count. If they're fully withdrawn before 6 weeks, they're not funded anyway, and shouldn't be in the CoF report. If they passed 6 weeks on their whole programme, but not on the English, that will always come up, and you just have to deal with it within your 5% tolerance.
