Hi,
Am I right in thinking you cannot use "Learner end reason" code 40 if the learner is transferring from one funding model to another. My understanding is that this would be a withdrawal e.g. transferring from FM 99 to FM 35 for classroom learning?
Also is it acceptable to transfer a learner to a lower level after the qualifying period and for the learner to go on to re-enrol on the original, higher level the following academic year? I can't find any specific guidance to this in the AEB funding rules. I know there could be an issue relating to achievement stats and initial assessment but is there anything that says you can't do this and if you can't, are there any exceptions to this rule?
