Hiya
The advice linked to in Update yesterday:
Post-16 monitoring - apprenticeship off-the-job-training hours report (FRM37) - GOV.UK (www.gov.uk)
includes this bit:
We will contact providers from R06 if we identify clear patterns of inaccurate data (such as apparently ‘default’ values, or impossibly high amounts of OTJT).
Which is great, but, as far as I can tell, FRM37 doesn't inform us of either of these two things and neither do any other agency reports? If I had a pound for every learner I'd seen with an accidental extra 0 at the end of their OTJ...
I'm all in favour of better in-year scrutiny when it's done in a spirit of professionals helping each other (what Communities is here for, of course!), but you need to help us with tools to pick up these mistakes in the first place.
We have 43 records on this report and the vast majority are withdrawals who have not done the required OTJ as they left early and have not reached gateway. Not sure what i actually need to do with these? there is one continuer which i will check and one in gateway which looks odd so i will look at that but i can't see an issue with the early leavers?
Thank you for your post. We are aware of a known issue regarding apprenticeship off the job hours, where there are instances of learners leaving early or taking a break in learning and have planned a fix to remove these records from the report when we release R06 data. Please refer to the “known issues” tab on the post-16 monitoring dashboard where we’ll provide further updates.
Thank you for your post. We review data on a case-by-case basis and already include the reported number of planned and actual OTJT hours in the FRM37 report for providers to review. While we are continuing to work with apprenticeship policy colleagues to identify potential thresholds, we will contact providers who appear to be routinely reporting ‘default’ values e.g., 0, 1 as a minimum, to ensure hours are being calculated and reported correctly.
Post-16 Monitoring
Financial Assurance: Monitoring post-16 funding for 2021 to 2022
Created
R05 data is now available in the post-16 monitoring dashboard. Please ensure you review your data and make necessary corrections in your R06 data submission as this is used for mid-year claims and calculating future allocations.
We’re contacting certain providers before R06 about learner support claims where there are potential data issues. Please ensure you record the appropriate learner support reason FAM code for learners you’re making a claim for (this is required under the adult education budget (AEB) funding rules 2021 to 2022).
We’ve published further guidance to support our FRM37 report, which reviews off the job training (OTJT) hours reported for apprentices. This report monitors both planned and actual OTJT hours and includes continuing apprentices where planned OTJT hours don’t meet the minimum required for their employment intensity band. This document can be used alongside Apprenticeship off-the-job training: policy background and examples.
