I don't think it's on you, if the learner confirms they believe they've withdrawn. If it takes the other provider a couple of months to sort it out, you shouldn't stop the learner starting with you (and I've never been sure how long it takes PLR to update in these circumstances).
Learners can't do two courses at two institutions in parallel, but they can do them in series in the same year, had that confirmed by ESFA quite recently (the initial provider will be penalised in their retention factor in two year's time).

If the ESFA thinks that the learner is 'current' in both institutions then the learner will appear in your FRM reports on View your education data as an FRM02 error.
If you do not have this error then I think you can assume that the previous provider has withdrawn the learner from their ILR.
In my experience the PLR can take some time to report ILR aims.

When a student withdraws from the whole of their programme at one provider and enrols at another provider within the same funding year, the first provider will receive funding (as long as the student has completed the programme qualification period), adjusted by the retention factor.The second provider should record the student on a full time or part time programme, according to the number of hours that their programme holds for the remainder of the year. The second provider will earn
funding for the student.

Thanks Philip Dawe yes I did think this but we haven't exported the learner yet as we were hoping to get the withdrawal evidence from the college.
Two things:
1. The FRM reports are about to include School Census data for the first time. This was last submitted in mid-October, so cannot be considered accurate.
2. January starts are fine, but once you get past Easter, auditors can get twitchy about new starts, so you need more concrete evidence that a learner hasn't completed a course somewhere else (inevitably as we're trying to prove a negative, this can only really be what the learner tells us)

Enrolment at more than one ESFA-funded institution

Can anyone please advise on the following scenario?
We have a 16-19 learner that has started with us in January 2022 but was attending another college prior to our enrolment. The college aims are showing as open on the PLR and the learner has told us that they have withdrawn from their previous programme.
My understanding is that we have to achieve proof of withdrawal from the other provider, normally an email from the records department. However the college are not being very helpful in providing the information to us.
The only guidance I can find is Full time students are not eligible for part time funding at a different institution if enrolled at more than one institution at the same time, in the same academic year.
