Owner of a company is the apprentice - who can be mentor?

Hello,

We have a scenario where the apprentice is the owner of the company. We are struggling to find guidance accordingly. Who is suitable to be their mentor and sign off on progress review etc. Can it be a manager within the business, although they are technically employed by the apprentice?

I don't think the owner of a company can be an apprentice unless there is a different legal status. e.g. a ltd company or a trust (charitable or otherwise) as then they are classed as an employee and do not have ultimate authority.
