R09 ILR errors with rule R132 - Fixed

We are getting some R132 errors in our R09 ILR for learners funded by the national skills fund.  I have checked the rule definition and think there could be an error in the rule.  

The helpdesk is yet to respond to my request for investigation, so I wondered if anybody else is having the same problem.  

The learners are unemployed, but the rule is still triggered to report an error.  The error message says 

“Learner must be unemployed or return LDM 382 'Free Courses for Jobs (Level 3 Offer) for Low Wage Learners”

Have they got a BSI code? I'm assuming it's R132 not 232?

For starts on or after 1st April 2022 (LearningDelivery.LearnStartDate >= 2022-04-01), if the learner's Prior Attainment is full level 3 or above (PriorAttain.PriorLevel = 6,7,8,9,10, 97 or 98) and the 'Adult Level 3 Offer' Learning Delivery Monitoring code has been returned (LearningDeliveryFAM.LearnDelFAMType = LDM and LearningDeliveryFAM.LearnDelFAMCode = 378) then the learner must be unemployed on benefits or be a Free Courses for Jobs (Level 3 Offer) Low Wage Learner

Hi Steve, yes, learners do have a BSI code.

I've worked through DD38, which comes out as "Y".

ESFA have just responded with:  

"This is validation rule R132/R133. The ILR team are investigating this and hope to have it resolved soon. 

We will be posting a note to FE Communities with updates as soon as possible."

Ooh, hadn't spotted R133. That seems to be even more wrong! Suggests someone on Low Wage for FCFJ cannot be working more than 21 hours, and yet £9.50 x 22 hrs per week x 52 weeks = £10,868, ie well below the low wage threshold...

Steveh I'm glad it's not only me thinking R133 seems wrong. Where is this in the Funding Rules as I haven't seen it? R132 appears to have been fixed in FIS 2122.11 though.

Oddly, there was a post on Monday from Henry Wish, subsequently deleted, that said they were looking at R133? Although I wonder if he'd just got the R number wrong!

Thanks for the heads up about the latest FIS version.  I did not spot that myself until you mentioned it.  

I've just tested the latest FIS version and the SLD website and got different validation results.  

Both reports still have errors with R132, but additionally, the FIS report also has two errors on R133.  

More work needed, I think......

Peter Hancock why does that not surprise me that it's different?! Let's hope they sort it quickly! FIS had got rid of my R132 errors but still get R133 which concern me as we haven't said it's limited to only those that work under 22 hours, mainly because I can't see it in the Funding Rules, the crystal ball is not working well at present!

It's *definitely* not limited to under 22 hours, the validation rule is categorically wrong.
