L2 Apprentices required to study towards L2 functional skill

I am after some advice
Intermediate apprentices are required to study towards and attempt the functional skills assessments at level 2. Do they need to have attempted all 3 exams in English before they are ready for Gateway given that it is not a requirement for the L2 apprenticeship?
