Hello, 

For study programmes would you expect to see a learner enrolled at the level above their initial assessment/diagnostic results for functional skills?

An example - Learner has achieved grade 2 at GCSE, IA and Diagnostic show entry 3 attainment - can the learner be enrolled at E3 and progress to L1?

No, See the guidance:

  1. We made a change to our maths and English condition of funding guidance that will applies from the academic year 2019 to 2021, students with a grade 2 or below in maths or English can study towards a pass in functional skills level 2 (legacy or reformed) or they can still study towards a GCSE grade 9 to 4. Once they have achieved this, there is no requirement to undertake further maths or English qualifications to meet the condition of funding.

Note: prior attainment takes precedence over initial assessment results so the above applies.

Thanks martin, just to clarify my understanding, if a learner achieved grade 2 GCSE (Level1) they must be enrolled on FS Level 2 or GCSE

would they not be able to enrol on a stepping stone qualification where there initial assessment results show them below level 1

  • full time: 540 hours or more for 16 to 17-year-olds, or 450 hours or more for those 18 and older
  • part time: between 150 and 539 hours aged 16 to 17-year-olds, and between 150 and 450 hours for those 18 and older
