But how?!

In relation to the new 22-23 funding rues allowing Learners who do not hold a L1 Eng/Maths to achieve that first, rather than studying towards and sitting them at Level 2. 

When applying that rule to previous starts, how are Providers planning to do that? As a transfer between learning aims on the day they start studying towards the L1 rather than continuing towards a Level 2?  

If so , is there an expectation that we will apply a funding adjustment/reduction to the L1 enrolment to reflect their time on the L2?  

In addition, there are still conflicting statements in the 22-23 Funding rules..it is telling us they will fund L1 where it is not held to reflect their L1 ability yet is also saying that they will only fund L1 if the learner is working at below that?!  Suggesting that anyone working at L1 will NOT be funded for L1?

Any thoughts ?

Hi Ben Cowdery,

22/23 funding rules are only relevant to new starts in 22/23. Previous enrolments should follow the rules that were in place on their start date.

P13 These rules will apply to all apprenticeship programmes starting on or after 1 August 2022, with the following exceptions:

P13.1 The redundancy rules (detailed in paragraphs P274 to P275). These rules will apply irrespective of the apprentice’s start date and will include existing learners who started their apprenticeship programme in previous funding years.

P13.2 The rules on changing to a new version of a standard (detailed in paragraphs P285 to P298), which describe the rules for when an existing apprentice wishes to move to a new version of the same standard. These rules will apply irrespective of the apprentice’s start date and will include existing learners who started their apprenticeship programme in previous funding years.

P13.3 The rules on English and maths (detailed in paragraphs P134.1 and P138.1). These rules will apply irrespective of the apprentice’s start date and will include existing learners who started their apprenticeship programme in previous funding years.

Funding adjustments are not applied to English/Maths where they progress levels.

There is no conflict as even though most without a level 1 would be assessed as below L1 and be fully funded for L1 and L2, those assessed fully at L1 or above could undertake L2, in the event they fail L2 they should still achieve or be credited at L1 or there is an issue with the M/E diagnostic assessment.
