Adding English FS skills aim for Apprenticeship Standard ILR

Created

Hello,

We have an Apprenticeship Standard learner (Fundcode 36, Programme Type 25) learner who will be completing a Level 2 FS English at a local College.

Please can someone tell me which fields need to be submitted?

I thought I could add a component aim (aim type 3) to the learner record with the FS Learning aim reference and corresponding dates, but this is not the case.

Is there specific guidance on how to record this provision for the ILR?

Any information is appreciated.

Best,

Shannon

The apprentice is doing the FS at a different provider from the apprenticeship? If so, the other provider need to understand that they cannot claim ESFA funding for that.

P72 To use funds in the employer’s apprenticeship service account or government employer co-investment, the individual must not:

P72.2 Be undertaking training funded through the Adult Education Budget (AEB), where that training will:
P72.2.1 Replicate vocational and other learning aims covered by the apprenticeship, including English and maths;
P72.2.2 Offer career related training that conflicts with the apprenticeship aims; or
P72.2.3 Be taking place during working hours. Where an apprentice has more than one job, working hours refers to the hours of the job the apprenticeship is linked to.

P72.3 Be in receipt of any other direct DfE funding during their apprenticeship programme; this includes any other DfE funded FE / HE programme including programmes funded by a student loan, but excludes funding outlined in P72.2;

If they're 16-18, there must not be any other funded delivery at all. If they're 19+, some funded study is possible, but not English/maths.

Assuming the other provider is doing it unfunded somehow (if the apprentice is 16-18, they're not allowed to charge), you still can't report it in your ILR. You just cross your fingers and hope they pass it before they need to sit their EPA, at which point you should have PLR/other evidence for the EPAO. Same as if they already had the FS before they started the Apprenticeship.

We just don't allow apprentices to do their English/maths elsewhere, for the above reasons.

Hi Ruth,
Yes, the apprentice is doing the FS at a local College, not our institution. Can I confirm that I should not enter the FS English/Maths subcontract details on the ILR? The apprentice is 19+.

Thank you very much!

Yes, if you're not delivering it, and you're not subcontracting it out, then it doesn't go in your ILR.

I've assumed you hadn't set up a formal subcontract with the local College. If you have, then you report it exactly as you would one you were delivering yourself, just recording the subcontractor details too.

Obviously you can't control whether that College claims funding, but it would be good to make them aware that the student is an apprentice with you. They should know not to fund.

Apologies, it is a formal subcontract. I am just having difficulty deciphering which information associated with the component aim to populate, when adding the new FS Skills learning aim. Lots of errors I can't seem to clear.  Also not sure what to put for source of funding, which is normally 105 ESFA.

Thanks again,

Shannon

I shouldn't have assumed! We've never met another provider that would go to the trouble of setting up a whole subcontract just for one student!

Just set it up exactly like any other Apprenticeship FS. Aim type 3, funded, ACT etc. Then just add the PartnerUKPRN on the enrolment. Nothing else is different.

Shannon Henk

Thanks for that - the errors have all been cleared!
