You would have to have some evidence to show who attended. For example if you record a lesson in zoom/ teams, you can download the attendance report afterwards.

Apprentices- Yes or check their PLR.
For AEB its more important when its linked to a legal entitlement i.e first L2. We dont tend to check if its not legal entitlement, we accept a self declaration...

We always go with their PLR and if that doesn't bring up anything we go with their self declaration

I might be wrong here but I think it would be a withdrawal as they won't count as completed until they fully sit the EPA and I'm sure you can't put learners on a Break once they've entered Gateway....

I have seen something in the rules that states its okay if they are within 4 weeks of their course end date but that may only be for loans when a learner wants to subsequently enrol on a Apprentice...

You cant place learners on a BIL once they are passed their end date and certainly not once they are in EPA.
